Lawrence County Reduces Expenses While Enhancing Internet Speeds Through Local Partnerships

Lawrence County Executive David Morgan is emphasizing the advantages of utilizing local services following the County Commission’s endorsement of the budget for the fiscal years 2025-26 on June 30. The new fiscal year commenced with a promising financial outlook, characterized by a robust fund balance and the timely approval of the budget, well ahead of the state’s deadline.

In previous years, the primary focus has often been on increasing expenditures for public services, salary enhancements for employees, and upgrades to equipment. However, this year has also placed a significant emphasis on cost-saving measures, particularly in the realm of technology. The county’s Information Technology Department, under the leadership of Steve Walker and Kyle Johnson, has successfully transitioned from national internet service providers to two local companies, Cloud 9 and Loretto Telecom. This strategic shift has resulted in internet speeds that are reported to be 400% faster while reducing costs by an impressive 90%, according to officials from the county.

The reliability of internet service is crucial for the county’s operations. A recent disruption in a state-managed system utilized by the County Clerk and Register of Deeds halted work, highlighting the necessity for dependable connectivity. Although the county’s IT department could not control the state system, the incident underscored the urgent need for improved infrastructure.

Both Cloud 9 and Loretto Telecom are actively working to expand fiber access throughout Lawrence County, particularly in regions that currently lack broadband services. This expansion has provided many residents and businesses with a new high-speed internet option, although not all county facilities are yet covered by their service areas. Consequently, two of the county’s 18 buildings—the Veterans Service and Solid Waste offices—continue to depend on other providers for their internet needs.

Morgan acknowledged the efforts of the IT Department in facilitating cost savings and enhancing performance through the transition to local internet providers. He commended their ongoing commitment to ensuring that essential technology operates smoothly across various county departments.
